This final Agreement Wizard will guide you in creating a complete, accurate, and compliant MPA Proposal for evaluation by the DoD Office of Small Business Programs (OSBP) and the Sponsoring Agency. To eliminate duplicated effort, the information you previously entered in the White Paper Wizard has been imported into this Wizard. You will be able to review, edit, and finalize all information included in this MPA Proposal before submitting.
MPA Evaluation Process
To ensure the greatest chance of successfully securing an MPA, review the following Evaluation Steps, Rating System, and Evaluation Criteria used to determine which Proposals will be authorized for funding.
Evaluation Steps
Step 1:
The Evaluation Team will assess your Proposal and determine a rating for each of the Evaluation Criteria.
Step 2:
Each of the Evaluation Criteria ratings will be combined to produce your Proposal Rating.
Step 3:
All evaluated Proposals will be ranked according to their Proposal Ratings.
Although optional, Proposals with a fully credited Affirmation Memorandum will be ranked ahead of Proposals of the same rank without one.
Step 4:
The Government will then authorize Proposal funding according to rank order (highest to lowest) until Agreement funds have been exhausted.
Rating System
| Outstanding | Demonstrates an exceptional approach and understanding of the requirements. Contains multiple strengths. |
| Good | Demonstrates a thorough approach and understanding of the requirements. Contains at least one strength. |
| Acceptable | Demonstrates an adequate approach and understanding of the requirements. |
| Marginal | Does not demonstrate an adequate approach and understanding of the requirements. |
| Unacceptable | Does not meet the requirements of the solicitation. Contains one or more deficiencies. NOTE: Any proposal that is rated Unacceptable for any evaluation criteria will be rated Unacceptable overall and will not be eligible to enter into an MPA. |
Evaluation Criteria
Criterion 1: Technical Approach for Developmental Assistance
How well does the narrative identify and describe the anticipated approach and timeline of the Engineering and Technical (technology transfer) Assistance to be provided to the Protégé?
Criterion 2: Relevance To DoD Programs
How well does the narrative identify and describe how the proposed Developmental Assistance is in alignment with current DoD technology priorities?
Criterion 3: Subcontracting and Prime Contractor Opportunities Program
- How well does the narrative identify and describe the anticipated Business Development Assistance to be provided to the Protégé?
- How well does the narrative identify and support (feasible justification) the projected opportunities for meaningful prime contracting and subcontracting opportunities from the Mentor to the Protégé?
Criterion 4: Authorized Subcontractor Involvement
How well does the narrative identify and describe the anticipated work effort(s) by Authorized Subcontractors (HBCU, MI, APEX Accelerator, SBDC, WBC, and/or MII) in the proposed Developmental Assistance Plan? (Plan must include at least one Authorized Subcontractor.)
- Must clearly identify whether the tasks are Engineering and Technical (technology transfer) Assistance or General Business Development Assistance.
- Must identify the percent participation in the Agreement by all Authorized Subcontractors.
Criterion 5: ROM Cost or Final Cost Proposal
- Does the proposed effort appear (i) reasonable, and (ii) to be a sound use of money for the timeframe proposed?
- Is the WBS logically organized, and does the overall structure provide adequate insight and fidelity into each Development Assistance Task to assess the appropriateness of its cost and expected impact?
Criterion 6 (optional): Affirmation Memorandum
Has the Mentor provided proof of support from an existing DoD Program Office or Technical Advisor, knowledgeable in the proposed technical transfer, who affirms that the proposed development program will strengthen a qualified small, underutilized business concern to become a valuable addition to the industrial base?
